The green panel had in January lifted its stay
The bench, however, sought the reply of the state and the project proponent on
the issue.Advocates Ritwick Dutta and Rahul Choudhary, appearing for the NGO,
sought an immediate stay on the dumping of waste at the site citing
environmental concerns. The green panel had in January lifted its stay on the
construction of a waste treatment plant in the catchment area of the Basai
wetland at Gurgaon in Haryana after perusing the revenue records and noting that
the land in question has not been identified as a wetland by Haryana. They may
do so by the next date of hearing," the bench said. The green panel had earlier
said that the applicant has made out a prima facie case for directing
preservation of land in question till further order of this tribunal in this
regard. Rathore, issued notices to the state government and the project
proponent of the under construction site and asked them to file replies before
May 11.According to the petition filed by non government organisation (NGO),
Delhi Bird Foundation, the project proponent has the environmental clearance for
the plant, Plastic
Outdoor Chairs but it lacks requisite approvals from the Haryana State
Pollution Control Board (HSPCB) as per the Construction and Demolition Waste
Management Rules, 2016. "The counsel for the respondent state as well as project
proponent pray for short time to file reply. The order had come after the project
proponent assured the bench that it would not carry out construction on the site
without obtaining the consent from the pollution contro, board. The project
proponent had given an undertaking that it would not set up any machinery to run
the construction without authorisation from the state pollution board.A bench,
headed by Justice Raghuvendra S.The tribunal in July last year had ordered
status quo after noting that its impact on the water body.New Delhi: The
National Green Tribunal (NGT) has directed the Haryana government to respond to
a plea against the alleged dumping of waste at a construction and demolition
waste recycling facility that is being built in the catchment area of the Basai
wetland at Gurgaon in Haryana

No efforts have been taken by the civic body
However, societies will have to write to the BMC seeking permission for an
extension.". Instead of pointing fingers at officials, they should also come up
with solutions for waste management," said Godfrey Pimenta from the Watchdog
Foundation.Opposition leader Ravi Raja from Congress said, "The circular issued
by BMC says that it will neither collect the garbage nor provide the machinery
or manpower to dispose the waste.
They slammed the civic administration saying
it was being implemented without the BMC taking them into confidence and making
elaborate arrangements for waste segregation. In the group leaders’ meeting,
civic chief Ajoy Mehta said that an extension would be given to housing China Table and Chairs
Manufacturers societies. The BMC had set October 2 as the deadline for all
housing societies to segregate their garbage (dry and wet waste) and treat it in
their premises. Social activists have blamed the BMC corporators for not raising
awareness about waste segregation.Mumbai: Bowing under pressure from its
corporators, the Brihanmumbai Municipal Corporation has extended its deadline of
not collecting unsorted garbage from housing societies by three months.
No
efforts have been taken by the civic body to ensure scientific disposal of
garbage. It is not possible for housing societies to carry out scientific
disposal of garbage. "Corporators too are equally responsible for the mess."BJP
group leader Manoj Kotak said, "While citizens have started segregating garbage,
the BMC is using same old formula of dumping it at the dump site. The angry
corporators had threatened to dump garbage outside the ward offices if the BMC
went ahead with its plans of not collecting unsorted waste from housing
societies. This will enable societies to carry out garbage processing in their
premises within three months. It will lead to unhygienic conditions everywhere

As the proposal got passed
"As the EDMC area generates thousands of metric tonnes of waste daily, its
proper disposal has been a challenging task. If things go well, the NHAI will
set up a plant near the site and will segregate the solid waste. As the proposal
got passed, the Corporation has been empowered to sign a MoU and once it would
be inked, the highway authority will be allowed to use the material for the
purpose," said Jitender Chaudhary, chairman, standing committee. Ignoring the
actual capacity of the city, the EDMC dumps nearly 2,500 metric tonne garbage
daily. Since proposal has been made by the NHAI, entire cost for setting up of
plant and transportation of the produced material will be borne by the NHAI
itself," said a senior EDMC official. Following which the matter was placed
before the standing committee for approval. The EDMC officials inform that the
landfill site, spread over 30-acre land, got saturated earlier in 2004, but
dumping of garbage is still taking place.Solid waste from the Ghazipur landfill
site in East Delhi would be used in the construction of Delhi-Meerut Expressway,
a section of NH-24, in a move aimed at curbing pollution in the city. The move
comes after a study was conducted by the CSIR-Central Road Research Institute.
This will be in line with Prime Minister Narendra Modi’s directions for use of
waste in a productive way. The institute submitted its report to NHAI a couple
of months back and said that the municipal solid waste contains about 65 to 70
per cent of soil components which can be used in embankment construction after
segregation. "NHAI and urban development ministry had sought permission for
utilisation of MSW for highway construction programme on NH-24 earlier. The
standing committee of the East Delhi Municipal Corporation on Wednesday approved
the proposal that would pave the way for EDMC’s collaboration with National
Highway Authority of India and the ministry of urban development on this
project. Since the site has stored enormous volume of garbage, its disposal and
reclamation of land has become difficult.. Through segregation, nearly 70 per
cent solid waste will be extracted as road filler China Plastic Pallet
Manufacturers while remaining will be used as raw material for
waste-to-energy plant
